Civil Division The civil division manages all the paper work that goes through the office. The division does all office clerical work, payroll, handles all accident reports and jail records. Head of the Civil Division is Lt. Teresa Franklin whom has been with the office 7 years as of 2005. Lt. Franklin also handles all paper work on the Sheriff Sales and is Project Coordinator for Project Unite, Ross County Crime Assistant Program. Lt.
